Increasingly over the past years regulators, companies and NGOs have looked for accountability mechanisms or agents that are consistent globally, comprehensive, compliant with both local regulations and global policy, scalable and cost‐effective and create a support network for enforcement agencies that are often charged with upholding the laws and regulations with minimal staff.

Associations and seal programs are some of the accountability agents that regulators might look to in support of their charter. Today, while not all associations and seal programs are alike, they do provide a valuable service in the overall protection of data privacy and security. They do impart a certain level of trust to the consumer that those companies that are members and/or that those companies possessing the seal have met the requirements of the association or seal holder.
